Carlton Neighborhood Housing was developed through the coordination of Community Services Housing Inc. and Virginia Housing Development Authority (VHDA). The project consisted of 5 buildings, with 35 total apartment units. These universally designed spaces were created for people with low income and/or disabilities. Renovations and updates were completed in 3 phases. The first of which was completed ahead of schedule and on budget, even with the compressed timeline of only 16 weeks. Multiple factors attributed to the need to rehabilitate these units, including needed energy efficiency upgrades, age, and standard wear and tear. This project qualified for VHDA tax credits and Region Ten income subsidy. It also adheres to EarthCraft Gold standard building practices.

Phases 3 and 4 of the Carlton Neighborhood Housing included the renovation of residences at 1200 and 301 Carlton Avenue. The buildings feature an array of apartments that have one, two or three bedrooms, each apartment features a “universal design” that makes it easier for the elderly and people with disabilities to live in their homes These multi-unit buildings consist of a kitchen, bathroom, and community laundry area. Improvements to the buildings include no-step entrances and widened doorways, lower kitchen counters and sinks, roll-under stoves, raised electrical outlets, and wheel-in showers.
